  The Work You Will Do

 This position performs advanced professional work for the Wastewater Management Program under the direction of the Environmental Manager, for the Division of Water Resource Management&rsquo;s Wastewater Management Program located in Tallahassee, Florida. The ideal candidate will possess discipline-specific knowledge in wastewater regulations, state and federal laws, leadership skills and basic engineering technical skills to promote the sustainability, implementation and efficiency of state and federal laws rules, and regulations. The work will include implementation of numeric nutrient criteria, ground water quality criteria, aquatic life and human health-based criteria, and other existing, new, or revised standards and rules.

  Your Specific Responsibilities
  <br/>
  <br/>

 <ul>
  <li>
   This position performs advanced professional work for the Wastewater Management Program under the direction of the Environmental Manager.
  </li>
  <li>
   Assists in development and drafting of rules and policies related to wastewater treatment and management, along with water quality effecting both surface and ground water. Evaluates current rules and policies and recommends modifications as needed. Assists in any necessary rulemaking and policy-making activities. Reviews and makes recommendations to draft and existing legislation and conducts bill analyses. Ensures that rules, policies, and legislation are consistent with environmental and economic concerns and with sound management practices. Assists in working with the Department&rsquo;s Division of Environmental Assessment and Restoration, U.S. EPA, and the Water Management Districts to ensure consistency among each agencies&rsquo; rules and policies.

   Assists in coordinating State permitting activities related to wastewater management (including surface and ground water quality standards and rules) with the district offices, Division of Environmental Assessment and Restoration, and other Department staff. Assists with conducting district overviews. Assists in developing standard permit conditions and Permit Builder. Assists in interpreting domestic and industrial wastewater rules and policies. Assists with training and providing technical guidance on permitting issues and other aspects of wastewater management (including water quality standards and rules)

  <li>
   Consults with, coordinates with, and responds to inquiries from state and federal agencies, local governments, regional planning agencies, businesses, professional interests, engineering firms, and the public on wastewater management issues (including water quality standards and rules, and toxicity). Assists in working with EPA to assure consistency with federal rules and policies.
  </li>
  <li>
   Assists in reviewing state-issued wastewater facility permits for consistency with the State and NPDES permitting program requirements, including surface and groundwater quality standards. Coordinates with the Division and District offices on activities pertaining to EPA&rsquo;s NPDES Permit Quality Reviews and necessary revisions to implement program enhancements.
  </li>
  <li>
   Serves as special project manager for technically complex projects that will require coordination with other Department program outside entities. Provides technical assistance on complex wastewater issues.
  </li>
  <li>
   Assists in providing technical review of local program submissions, plans of study, reports, and other deliverables.
  </li>
  <li>
   Promotes consistency and coordination of wastewater regulatory efforts in the Wastewater Management Program.
  </li>
  <li>
   Assists with developing new features and maintaining the Department&rsquo;s Wastewater Management Program websites and performs other related duties as required. Some travel may be required in the performance of assigned duties.
