 </strong>
 The responsibilities of this position involve planning, coordinating and monitoring system-wide activities as they may affect the water distribution system operations. Responsible for serving as a Department of Water Services project coordinator with other departments and agencies.The incumbent is expected to carry out assignments independently with minimal consultation on technical and non-routine problems.

  Essential Functions

  <li>
   Creates and updates system record for the linear assets utilizing applications such as AutoCAD and ArcGIS.
  </li>
  <li>
   Inputs and verifies the accuracy of valve activity from data forms. Maintains various systems of records including performing quality data checks and generating reports.
  </li>
  <li>
   Performs root cause analysis for all types of water outages and other system disruptions. Independently generates reports detailing such occurrences and recommends corrective actions.
  </li>
  <li>
   Performs special investigations and field studies on the linear assets.
  </li>
  <li>
   Prepares water main shutdown plans in support of work conducted on the water distribution system by reviewing and analyzing water system utilizing available system of records to include, but not limited, to Geographical Information Systems (GIS), Maximo, counter maps, as-built records, blue prints, electronic databases, etc.
  </li>
  <li>
   Researches and generates reports on the linear assets detailing activities such as repairs, operations, maintenance and others.
  </li>
  <li>
   Consults and coordinates with contractors, project managers, other agencies, and other Authority departments through the design and construction phase of projects to manage and minimize operational impacts to the linear assets.
  </li>
  <li>
   Estimates anticipated costs and required resources required to execute the services requested in support of the planned projects to assure adequate resources are available.
  </li>
  <li>
   Investigates unusual complex conditions, analyzes problems, gathers pertinent information and develops and analyzes data to evaluate operational impacts to the distribution system, evaluating alternate solutions, and recommending or taking action to expeditiously and economically resolve problems.
  </li>
  <li>
   Prepares, maintains, and reviews progress reports, logs, photographs and other data compiled in the field and office-type documents prepared in conjunction with projects. Answers all correspondence on projects assigned.
  </li>
  <li>
   Reviews contract drawings and specifications for those affecting all types of linear assets proposed by the Department of Engineering and Technical Services as well as those for other outside agencies to familiarize self with projects that will be assigned to the branch. Recommends changes in proposed construction to minimize operational impacts. Reviews construction schedules to assure that planned construction will not adversely impact the operation of the water and sewer systems.

   Reviews for acceptance of linear assets associated with completed projects and makes recommendations of required corrections prior to acceptance.
  </li>
  <li>
   Reviews progress on projects affecting the linear assets; identifies resources needed to operate linear assets in support of the projects.
  </li>
  <li>
   Provides guidance and instructions on work assigned to subordinate technical personnel. Instructs subordinate technicians in proper work methods and procedures.
  </li>
  <li>
   Performs other related duties and projects as assigned at the discretion of the immediate supervisor.

  Education / Experience &amp; Other Minimum Qualifications Required

  <li>
   High School diploma or General Educational Development (GED) certificate and five (5) years of progressive experience associated with field construction and/or maintenance of water distribution systems.
  </li>
  <li>
   Must be able to demonstrate knowledge of potable water distribution systems. Knowledge of water distribution system components and their functions. Ability to research and recommend materials/assets information as it relates to the linear assets. Knowledge of water distribution system concepts, principles and practices applicable to the full range of non professional engineering duties to prepare major shut down plans affecting the water distribution system components or facilities.
  </li>
  <li>
   Must have the ability to effectively communicate technical and non-technical information orally and in writing. Must have excellent written and oral communication skills.
  </li>
  <li>
   Must have strong analytical and technical skills.
  </li>
  <li>
   Skill in the use of a personal computer and related software for report preparation. Must be proficient in utilizing computers. Must be able to read engineering drawings. Skill in creating maps or construction documents for water distribution systems and/or editing utility base information utilizing applications such as ArcGIS and/or AutoCAD.
  </li>
  <li>
   Ability to make independent investigations and conduct inspections related to operational problems.
  </li>
  <li>
   Ability to analyze complex operational shuts involving the water distribution system, and prepare plans and reports based on findings.
  </li>
  <li>
   Ability to provide recommendations and report documentation.
  </li>
  <li>
   Ability to interpret, select, adapt and apply guidelines, precedents and principles related to operating a water distribution system.
