Job Description

<h3>Minimum Qualifications</h3><p>Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 70.1, 52.6, or 70.4 of the NYS Civil Service Law.</p><p>70.4 Transfer: Candidates must have one year or more of qualifying permanent service at the Grade 11 or above AND possession of a bachelor’s degree; AND standing on the Professional Careers Opportunities (PCO) or Public Administration Traineeship Transition (PATT) eligible lists.</p><p>PCO Candidates: Individuals with a score of 100 or above on the Professional Career Opportunities (PCO) eligible list are encouraged to apply.</p><p>Successful completion of a two-year traineeship leads to appointment as a Senior Administrative Analyst, SG-18.</p><p>NY HELPS Minimum Qualifications:</p><ul><li>Administrative Analyst Trainee 1: A bachelor’s or higher degree</li><li>Administrative Analyst Trainee 2: A bachelor's degree and one year of professional experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, conduct data analysis, and develop internal controls.</li><li>Senior Administrative Analyst (Journey-Level): A bachelor's degree and two years of professional experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, conduct data analysis, and develop internal controls.</li><li>Substitutions: a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.</li></ul><p>This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).</p><h3>Duties Description</h3><ul><li>Researching grant opportunities for the Authority.</li><li>Facilitating the grant committee monthly meetings.</li><li>Ensuring collaboration in grant application development.</li><li>Reviewing files and materials submitted by Departments and Divisions related to grant opportunities.</li><li>Assisting with creating grant update reports.</li><li>Coordinating requests for narratives and/or supporting information regarding grant applications.</li><li>Updating and revising documents related to grant applications to ensure proper and consistent communication.</li><li>Oversee the grant writing consulting contract.</li><li>Facilitating monthly meetings with grant writing consultant.</li><li>Preparing and lead status meetings, document actions and follow up as necessary for grant applications in process.</li><li>Tracking grant application status through appropriate awarding agency.</li><li>Ensuring tracking information and metrics related to grant process and applications are up to date.</li><li>Collaborate and work with the Data & Analytics team in the development of key performance indicators and metrics.</li><li>Preparing memos for executive staff related to grant opportunities and providing appropriate recommendations.</li><li>Drafting grant applications including narrative, supporting documentation, and benefit cost analysis, as appropriate.</li><li>Other duties as assigned.</li></ul><h3>Preferred Qualifications</h3><ul><li>Grant writing experience.</li><li>Excellent written and oral communication skills.</li><li>Ability to manage workload efficiently and timely.</li><li>Ability to work independently.</li><li>Ability to identify issues that may implicate applicable law, coordinate activities, seek information and guidance where appropriate.</li></ul><h3>Additional Comments</h3><ul><li>Free onsite employee parking. Remote work availability and hours will be discussed at time of interview.</li></ul><p>This is a NYS Thruway Authority Unit 2 CSEA position:</p><ul><li>Health Insurance and Prescription Drug Coverage.</li><li>Dental and Vision Coverage.</li><li>13 Paid Holidays, 4 of which are floating holidays, which are credited in July each year for use from July 1st through June 30th.</li><li>Vacation, Sick and Personal Accruals.</li><li>Sick Leave is credited at the rate of one-half day each biweekly pay period up to a total of 165 days.</li><li>Sick Leave Incentive Plan – Employees who have not accumulated 165 sick days and have not used sick leave during the periods of January 1st to June 30th or July 1st to December 31st each year, may receive two days of pay for each six-month period. Employees who have a sick leave balance of 165 sick leave days, and continuously maintain that balance for each six-month period, may receive four days of pay for each six-month period.</li><li>Employees with 20+ years of Authority/State service may receive up to an additional five days of vacation leave accruals annually.</li><li>Vacation Exchange Program - Between November 15th and December 31st of each year, employees who have previously earned and accrued vacation credits may elect to receive cash payments in lieu of the use of up to five days of such accrued vacation credits. Employees who maintain a 35-day vacation accrual balance in the pay period prior to submitting the election form may exchange an additional five days for a total exchange of 10 days of accrued vacation credits.</li><li>Membership in the New York State and Local Retirement System, as well as optional enrollment in the NYS Deferred Compensation Plan.</li><li>Tuition Assistance Program, which reimburses 90% of tuition costs for approved courses up to 21 credit hours per year.</li><li>New York's 529 College Savings Program, which provides New York families with a tax-advantaged way to save for college.</li><li>Longevity Pay - Employees with five years of satisfactory service at or above the maximum salary of their grade will be eligible to have salary advanced to the First Longevity, 10 years of satisfactory service will advance to the Second Longevity, and 15 years of satisfactory service will advance to the Third Longevity. Longevity pay has a positive impact on retirement.</li><li>Employees are paid bi-weekly, with no lag time.</li><li>Some positions will be eligible for downstate and/or geographical pay depending on location and title.</li></ul><p>The New York State Thruway Authority is an Equal Opportunity Affirmative Action Employer.
