<h3>Youth Research, Inc. (YRI)</h3> assists the New York State Office of Children and Family Services (OCFS) and its’ state and local partners in developing, administering, and delivering training and learning opportunities and related activities for the full range of services for which OCFS is responsible, such as child welfare, juvenile justice, childcare, adoption, and foster care, youth development, and child and adult protective services.<br><br><h3>Responsibilities:</h3><ul><li>Under the supervision of the Vice President of Strategy, Equity and Advancement, the Senior Project Manager will play a critical role in continuing to develop the Center for Excellence for Evidence-Based Practice Implementation (CfE). The CfE supports implementation of evidence-based programs outlined within New York’s Family First Prevention Services Act, Prevention Plan. The Senior Project Manager is housed within the Strategy, Equity and Advancement (SEA) department and will ensure that CfE planning and implementation activities are aligned and will work to develop and adhere to key performance indicators and project plans. They will work closely with other key department and CfE staff and supervise Family First Implementation Specialists and Regional Coordinators assigned to the CfE.</li></ul><ul><li>To successfully manage these responsibilities, the Senior Project Manager must possess skills that would enable them to effectively complete the following duties:</li><li>Oversee the planning, implementation, execution, and ongoing management of the CfE project, including drafting proposals, workplans, implementation and evaluation plans, and budgets.</li><li>Lead project planning meetings, project updates, and project-specific reporting requirements, including creating project planning documents (including master project timelines and implementation schedules).</li><li>Manage the project budget, including expense tracking, and completion of quarterly reports.</li><li>Identify goals and performance outcomes for the CfE and coordinate with the Director of Research for key performance indicators (KPIs) review and monitoring.</li><li>Prioritize and manage multiple, competing project deliverables.</li><li>Identify and distribute CfE communications to the appropriate external and internal audiences.</li><li>Execute contracts with consultants, training providers, translators, and other necessary external partners.</li><li>Identify project opportunities and challenges and make specific recommendations for process, quality, and project improvement.</li><li>Develop and implement change management plans as identified.</li><li>Collaborate with CfE team members to support goal setting and performance outcomes for evidence based programs, ensuring successful results through strategic planning and troubleshooting.</li><li>Provide leadership, oversight, and direct supervision for staff supporting the CfE, including time and leave administration, coaching and professional development support.</li><li>Work closely with SEA Team to foster unified goals and vision between various project stakeholders and partners to create a culture of shared accountability.</li><li>Work closely with the Director of Research and Policy to support data collection activities, develop resources to visualize patterns, and produce recommendations.</li><li>Other duties as assigned</li></ul><br><h3>Qualifications:</h3><ul><li>Bachelor’s degree from an accredited college or university in Project Management, Nonprofit Management, Social Work, Public Policy, Public Administration, or closely related discipline. Master’s degree preferred.</li><li>At least 4 years of demonstrably progressive project management experience.</li><li>At least 2 years of experience supervising staff.</li><li>Experience working with OCFS or other state partners.</li><li>Knowledge of child welfare/child and family well-being systems, the Family First Prevention Services Act, and/or implementation and evaluation of evidence-based programs.</li><li>Experience managing and/or supervising complex organizational partnerships.</li><li>Strong problem-solving and decision-making skills.</li><li>Well-developed analytical skills with an ability to synthesize complex information and apply it to strategic recommendations.</li><li>Excellent leadership skills.</li><li>A basic working knowledge of data analytics, interpretation, outcome analysis, and statistically driven recommendations.</li><li>Demonstrated ability to manage large-scale projects.</li><li>Outstanding written and verbal communication.</li><li>Excellent and demonstrated ability to build, foster, and maintain relationships.</li><li>Proven ability to manage project outcomes.</li><li>Commitment to teamwork and proactively fostering a collegial work environment.</li><li>A demonstrated commitment to diversity, equity, inclusion, and belonging with experience working with diverse groups and populations.</li><li>Intermediate-level computer skills required – including high proficiency in Word, Excel, PowerPoint, Outlook, and project management software.</li><li>A project management certification from PMI or a similar institute is a plus.</li></ul><p>Candidates from diverse backgrounds are encouraged to apply.
