<h3>Minimum Qualifications</h3><p>NY HELPS</p><p>This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.</p><p>At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.</p><p>A bachelor's degree and seven years of professional experience in diversity and inclusion, equal opportunity, or human rights, which includes working with community service organizations concerned with diversity and inclusion, equal opportunity, civil rights, training, and upgrading the educational and job qualifications of protected class members or working in human resources or labor relations where your experience is directly related to diversity and inclusion. Two years of this experience must have been at a managerial level.</p><p><strong>Substitutions:</strong></p><ul><li>An associate degree in a related field can substitute for two years of specialized experience;</li><li>a bachelor’s degree in a related field can substitute for four years of experience;</li><li>a master’s degree in a related field can substitute for five years of experience;</li><li>a doctorate in a related field can substitute for six years of experience.</li></ul><p><strong>REASSIGNMENT QUALIFICATIONS:</strong></p><p>Current Department of Civil Service employees with one year of permanent, contingent permanent, or 55 B/C service as a/an Manager, Diversity & Inclusion, if less than one year, you must be currently reachable on the Manager, Diversity & Inclusion eligible list for the Albany location if one exists.</p><p><strong>52.6 TRANSFER QUALIFICATIONS:</strong></p><p>One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 29 or M-3 or higher eligible for transfer and determined to be administrative by Civil Service.</p><p><strong>NON COMPETITIVE PROMOTION (NCP) QUALIFICATIONS:</strong></p><p>The Department of Civil Service is considering making a request to the Department of Civil Service to hold a non-competitive promotion examination for the above title in accordance with Section 52.7 of the Civil Service Law if three or fewer interested promotional candidates respond to this notice. Before submitting such a request, we must ascertain if anyone meeting the minimum qualifications is interested in competing in a promotional examination for the above title and if they would accept appointment if offered. To qualify, you must be a current Department of Civil Service employee. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. Please note this will be a competitive appointment. The term non-competitive refers to the appointed candidate not needing to compete in the next holding of the examination.</p><p>The minimum qualifications for NCP appointment are: One year of permanent, contingent permanent, or 55 B/C service as a Diversity & Inclusion Specialist 3.</p><p><strong>SUBSEQUENT 55 B/C QUALIFICATIONS:</strong></p><p>A subsequent 55b/c appointment may be considered if you have one year of permanent, contingent-permanent, or 55B/C service in an eligible position allocated to Grade 29 or M-3 or higher. To be considered, you must provide a copy of your letter of eligibility with your response.</p><p><strong>55 B/C QUALIFICATIONS:</strong></p><p>Individuals certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. To be considered, you must provide a copy of your letter of eligibility with your response.</p><p>The open competitive minimum qualifications are: see NY HELPS Qualifications as they are the same minimum qualifications.</p><p>It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.</p><p><strong>PREFERRED QUALIFICATIONS:</strong></p><ul><li>Cultural competency that encompasses all aspects of equal opportunity and non-discrimination as it relates to traditionally underrepresented groups – including but not limited to LGBTQ+ individuals, veterans, individuals with disabilities, women, and members of historically marginalized racial/ethnic groups.</li><li>Excellent oral, written, and presentation skills.</li><li>Ability to build effective working relationships across all levels of an organization.</li><li>Expertise in using data in decision-making processes.</li><li>Demonstrated ability to effectively analyze complex issues and problem solve.</li><li>Experience with practical applications of diversity, equity, inclusion, and accessibility programs within an organization.</li><li>Experience in leading the development and implementation of initiatives involving a varied group of stakeholders.</li></ul><h3>Duties Description</h3><p>The Office of Diversity and Inclusion Management provides guidance and support to partner agencies on DEI programming, leads DEI strategic planning efforts, and coordinates recruitment and outreach efforts for the Department. To better meet jobseekers where they are and to educate the greater community on the many available job opportunities available in public service, the Department is establishing Centers for Careers in Government at 10 DOL Career Centers and this position will play an important role in ensuring the success of the career centers.</p><p>Reporting to the Director of Diversity & Inclusion Management, the duties of the Manager of Diversity & Inclusion include but are not limited to the following:</p><ul><li>Working with the Director to advance statewide initiatives related to the development and implementation of statewide diversity and inclusion policies, targeted outreach and recruitment, and diversity, equity, and inclusion-related training.</li><li>Managing the Division’s day-to-day activities and assignments, including overseeing multiple teams responsible for the execution of policy related to diversity and inclusion and equal employment opportunity programs for agencies.</li><li>Supervising staff in conducting diversity and inclusion surveys and performing a review and analysis of the resultant data.</li><li>Managing the production of reports that analyze State workforce management trends and working with the Director to operationalize recommendations based on the findings.</li><li>Evaluating agencies’ progress in meeting objectives and recommending any corrective action.</li><li>Providing expert advice to internal and external customers on diversity and inclusion, equal opportunity, and reasonable accommodation issues.</li><li>Reviewing proposed legislation or programs related to merit system activities to assess their impact on diversity, inclusion, and equal employment opportunities; and making appropriate recommendations.</li></ul><h3>Additional Comments</h3><p>#TeamCivilService is growing and is looking for motivated, forward-thinking employees to join our team to build a dynamic workforce.
